Storm exposure comparison

CHD forecast value = fcastonly exposure + observed exposure accrued up to the issued time, per forecast issued time. The trigger source picks which estimate is compared against the threshold (CHD forecast value, or GDACS/ADAM estimates per valid time — note these are only available for recent storms). Storms that never reach the threshold are shown paler.
